10 inches - that would be a UNcumber Bun (formal waist belt) !
Certainly sufficient under gear should be considered unless it is a formal occasion at a nudist event !

9.5 inches worn on my waist is my limit for just passing my bottom when standing. I have a skirt that was called a pelmut skirt - and amusingly enough that seemed appropriate name at the time... 10 inches though is quite ok for wearing around.
I have never worn a cumberbund but I have seen those things on formal suiting!
A formal nudist event might call for a bow tie perhaps, rather than a cumberbund?

I guess I have 3 skirts I regularly wear that would be considered a.
pelmut skirt - A very short miniskirt.
They fall about mid-thigh so I guess that qualifies.
They are all the same skirt just different printed fabrics.

The same skirt - but in different colours/fabrics! Nice ! If you like it you might as well have a couple of options !
Mid thigh hemline is plenty long enough - pelmut/pelmet to me means just covering my bottom. As short as you can go without showing knickers.
The kind of mini skirt that when you put your heels and stand first time - you must re-align your skirt on your waist because your bottom will likely just be visible if you don't ! (if you wear taller heels you'll understand that - if not - it's all about your pelvis position/posture in higher heels)

I am used to the boost...my perspective in heels is kind of my reality - in flats or low heels I really feel so short among everyone I know.
ha ha - I like the humour... seriously though a very short mini is ok to get around in provided its sitting on my waist/hips right. The shortest miniskirt I've ever worn was 10.5''. It just covered my butt. As I'm used to wear thong type male underwear, I won't switch to another type of underwear even while wearing such a short skirt. Anyway it felt daring, but very comfy and refreshing in hot weather conditions.

I was 200 miles from home in a sparsely populated area and the weather was nice (Spring) Perhaps I didn't need the tights, but they matched the lapels.

I'm liking the ruffles on that black shirt. It's cool enough today that I might haul my fancy black shirt out today.
Yesterday was different: near 90 degree (F) temperatures with a dew-point approaching 70 -- in other words, "miserable". The rig for that was a camisole top, my yellow short skirt and as little else as decently possible. The passage of a cold front at around 15:00 and the accompanying line of thunderstorms did for that, though, and it's been comfortable since.

I wear nothing on the hip. That's a high-waist skater (UK size 16) and to smooth the transition to the fluffy blouse/shirt I clapped on a good ol' female thick elastic, clasped at the navel. The hands are on the hips for the pic. though.
Yes Carl, I have two fluffy shirts/blouses, one black, one white. Perhaps with all my dull denims nd greys I should go for something coloured.
