Do you think it is OK to wear a black/white kilt with a pair of Black Justin Cowboy boots and black socks.... Thanks

Personally, I'd say that it would be determined by the overall context.
Boots and kilts are often paired together for casual looks, usually with t-shirts and in casual settings: so in that context, it'd be fine. For more formal settings, I believe the look would be rather "edgy" and would push boundaries a little bit.
So, I suppose, more information on where you're looking to wear the rig is required to properly form an opinion.

I sort of agree with Carl, but with added observation that what we think is largely irrelevant. We will not be present when you wear your outfit but, presumably, other people will. You can not control how other people think about you, so the only person you can really rely on when skirted is you, or possibly someone who is with you.
Why do I make that point? Well I once wrote about something I called the uncertainty vibe, a sort of aura that displays an individuals lack of self-confidence. If I am not happy in myself about an outfit other people pick up on that and I tend to get comments, but if I am happy, comfortable and relaxed the only response I ever get is positive.
So, the question you really need to answer is how do you feel in yourself about the look? If you are not absolutely certain, take a photograph and look at that, somehow a camera strips away the little self-deceits we all suffer from when looking in a mirror; in a mirror I am Adonis reincarnated, sadly, in a photograph that is obviously not true

Compared to me, you're definitely Adonis re-incarnated, Ian.....It's all in the view of the beholder, whether we be looking at ourselves or another.

Thanks for the feedback. Looks good in the mirror and in the picture... But I am fine with it. Anyway the weather is still ok for my mini pleated skirts which I love to wear, but not too short.... But this is going to be my first winter wearing skirts. Looking forward to it with some nice wool sweaters. It should not be too difficult since I wear short shorts in the middle of winter when it below 10F

You, sir, are made from sterner stuff than I! When it gets that cold and I want to wear something other than trousers, I reach for my long heavy skirts and heavy legwear. As a practical matter, heavy opaque tights make for good legwear when it's cold out; they provide a decent amount of warmth, and don't look silly sticking out from under a skirt the way a pair of long-johns would. I've had very good luck with this over the past several winters. Oh my; it's been a decade....

Absolutely.
I often wear a kilt with hiking boots, sometimes a traditional style tartan kilt, sometimes something more non-trad such as the Utilikilt.

I personally prefer wearing boots and socks with my skirt than leggings. I find leggings too feminine. When it is really cold a good wool kilt really keeps me warm.
