Just found this blog which talks about a trouser/skirt combination. The original story is pro-skirts for men. I left a comment.

I quite candidly admit to having mostly nothing but antipathy for the "fashion police", but in this regard, I find that I have to come down firmly in their court. The look is, bluntly, on either sex, ridiculous. Pick one or the other and work with that; mixing the two looks comedic at best and stupid at worst.
The above having been said, the skirt component is actually something I'd happily wear, although not at the asking price. The trousers are bog-standard male attire and don't warrant much mention here, but the skirt looks good. I also like the tone of the original article -- quite positive indeed

I agree that this is a terrible idea. but perhaps that is the point Marc Jacobs is making. The whole idea is so ludicrous that the observer will suggest that any man (or woman) considering this garment ditch the pants and just go with the skirt.
I think that two of the comments are from Skirtcafe members and the others seem to be favourable towards men wearing skirts.

all i can say is marc jacobs' taste is ONLY in his mouth.
the skirt alone is nice (if you like short skirts), but add the pants and it looks like a catholic schoolgirl trying to stay warm on a chicago january day.

Today I actually se many women that dress similarly. I.e. The have a skirt on top of pants. Sometime demin trousers and some other skirt. That looks as reidiculus and awful as the other trend with skirts and leggings.
That is two combinations I really don't like on women, or men for that matter. The only thing that works is skirts and pantyhose, or skirts without pantyhose.

I've seen this fashion on teenage girls this past fall and winter. I believe people should wear what they please, but I admit that for my personal taste, the look of a skirt worn over pants says either, "I don't know how to dress myself!" or, "I can't make up my mind!"

When I was in grade school (public not RC), girls were required to wear skirts or dresses no matter what the weather was. We could weat pants under our skirts, but had to remove the pants when we got to school. Unfortunately, for us, we had to remove the pants in public which was embarrassing.
In high school, girls were not allowed to wear pants under skirts. Our options in freezing weather were to freeze or freeze.
While I think the look is stupid, I would not prohibit anyone from wearing the combo.
