The Age seems to regularly have articles on the subject of skirts for men so there must be some editor there with such interest.

OK! Good Article. The pic is sick. I would NEVER match
a multi-colored, striped shirt with a plaid kilt/skirt. The shirt
the model is wearing looks like an old Television test pattern!
Too busy for the eyes to adjust to.
At least this model did not look like he was starving or from
another planet. He did look a bit more secure in what he
was wearing than most of the '5th Avenure' bunch.
Ok, that's my 2 cents worth!

Once upon a time, not all that long ago actually, men had the "option" of "colourful garb". Plaid trousers were in abundance, wild prints were common, and men's shoes actually could be had with heels on them. I remember my gradmother taking great pains to inform me that mixing print shirts with plaid pants was a bad idea. You know something -- she was right! The Vivien Westwood look violates several tenets of basic fashion sense. Not only does it violate the basic "print vs. plaid" notion, but it also violates the "Don't slouch" rule and the don't mix stripes rule. It fails. Abjectly.
Speaking of television test-patterns, does anybody know where I can get a decent (read, "broadcast quality"; i.e. not digitally compressed) reproducible rendition of the old (US) "Indian head" test pattern? Those were incredibly useful for calibrating TV receivers. Colour-bars just don't do it....

On another note, recently I have been wearing long hoodie dresses with leggings (it is winter here) and yesterday whilst browsing a mens store I found long hoodies, dress length, my other 2 came from a womens shop. Now I just need general mens shops to start selling tights and leggings, maybe then the wife will accept (but probably not)

Yes, men's tights, actually men with a length comparable to women can wear women's hose without any trouble. Of course there are no fly's. But there are enough flies in Australia already. 
If men wear hose, they need extra length, as most women's hose lack that for men above the 185 cm.
Women's hose in extra long work just fine.
Only a question of time for the industry to adjust. making and women's, and male, and unisex ( extra long ) hose so that avalability is not the limiting factor. I wear hose myself, but really they are costly and easily ruined. So why would anybody want to wear them? Many reasons, and because life is not always logical.

You are right in that the EXTRA LENGTH is needed. The Queen size and larger does not equate to
extra length only to girth/width in hips and waist. It does help a little but something is lost in the
wearing of the hose. Too much bulk where it is not needed and not enough where it is!
Oh when will the hose manufactures get the message and learn to make LONGER length sizing even
at additional cost?
Hose and Tights can certainly make a difference in the wearing of other primary clothing items.
AND regarding that kilt - very nice pleasant tartan pattern only to be spoiled by the busy zig-zag
weave pattern sweater. "What were they thinking of!"?

I'm with Uncle Al, that outfit scares me. While the article is supportive (nice find by the way DavidR, and welcome to posting!) the photo choice really is at odds with the message. That garish getup is not what the average guy is looking to wear and get accepted as normal.
