The odd thing about his gait is that he is hardly using his arms at all as he walks along in those heels! In every picture his arms are hanging down as if they were dead and floppy.
No way is he a 'natural' in heels. Some coaching should help him though.
As others have said, the whole thing is clearly a set-up.

Well i've read the comments before seeing the picture, and what are you talking about?
He looks good, should walk more upright, somewhat prouder, but then again, look at your self, when you're just walking to the next bus stop or whatever....
The only thing I can imagine people would look at are his nice shoes, thinking two things, I want them too! and how long can he walk in them without getting pain. (there are gel inserts for that)
Not so long ago men wore men's shoes with higher than normal heels, so if anybody remembers that, then even the shoes won't get any attention.
The only unmanly thing was possibly the skirt, which is just the same masculine, so that doesn't count. He doesn't look "feminine" at all. No jewelry, and the t shirt as on him was .. nothing, but just that, although it being black was a good choice. His get up is just the thing for the modern adolescent. 18 to 25. The shoes, just beautiful, the fine touch being the straps, and chunky high heel, were the shoes I want to find and wear. The looked great on him.
Men's shoes just don't go well with anything but the most basic skirts, kilts. And i've even seen some soort of special shoe , which looked like a women's shoe, worn with real scottish kilt dress.
( I think that many men think that if you can't go jungle walking in the shoes you have on, then the'yre no good. But that is where we (skirt wearers) learn from the women, and other shoes can be very fitting to the getup, in urban use.) Gosh, the more I ponder about how well ( striking) those shoes were on him, the more I want to finally buy them too! NO I'm not a tranny!

Although because I wear neclaces, armabands, and often nice women's "creative" skirts, (meaning pin stripe, and other than just bland denim, with patterns, scottish tartan, and so on, above the knee, ) with colourful knee socks, or pantys with or without patterns, of different colours, I am being careful not to look too womanly for the unexpecting onlooker. In the summer I will wear sandles, but as now in the Dutch winter, I wear mens'shoes, ( because i'm still shopping for other) and a soort of riding boot ( women's because they're not readily available for men) I'm very happy with the way I dress, and the people I meet and see are enthousiastic too, many of them being store personnel, of all ages. But the shoes are still a dicey point. The shoes must have a function with the getup. Otherwise it's more like you've lost a bet.
It's the form and height of the heels that give the special image to the shoe, and his shoes had nice sturdy heels, actually very manly, even though they were not exactly low. Needle heels, or heels in the shape of an hour glass are extremely "feminine" and may not fit in with the masculinity of your face ( which you are not hiding) and are harder to use to successfully complement an outfit.
We've got to have more of these guys, of that age, just going on their way, daily, dressed in skirts. It's a nicer site to see than just drab pants.
Edit, If it was a set up, they could have done more their best, 'cause he's just quite normal, in his T shirt. ( ponytails nowadays are just as normal as short hair. )

Drab pants
I did notice in those pictures a lot of females wearing drab pants. I must say tho, with the ponytail, tights, heels and top he could pass as a very plain flat chested woman. You'd have to look very close to see any adam's apple or facial hair.

That guy is what we need more of, along with several guys in kilted garments as well.
The middle frame where it looks like that one guy is staring at the subject, is a trick of bad edidting, you can see the border of the two pictures.
