Well, if nothing else it is demoralizing to see another worker dressed not merely unprofessionally but out and out trashy when you'd merely like to wear something tasteful but outside the current norm. Just as people could complain to see you at work in a skirt I'd say she was fair game to be reported on. You never know, maybe she was hauled in to a supervisor's office for a lecture and warning that day for such inappropriate clothes.
