I have been making it a point to wear skirts the past week as the weather has been substantially warm here. I just found an excellent anecdote that might even futher keep you cool while wearing a skirt/kilt: wash it but don't dry it!
I found this by accident when I pulled my laundry out of the wash and I was putting them in the dryer. Since my skirts were in the laundry and this afternoon is going to be quite warm, I pulled out one and put the rest of my clothes in the dryer. I put it on and it is quite a bit cooler than even when wearing it dry. Just a note for those who are in the blistering heat :spin:

Wet skirt in the rain
I think wearing a loose cotton skirt in the rain on a hot day would be a great feeling. Now wearing a spandex, leather, PVC, or Vinyl straight or tight skirt in the rain on a hot day might not do so well. Actually might make things hotter, sweatier and less comfortable.
