At one time I wore Swiss hiking shorts, they were short enough that your butt cheeks were just visible. I had three or four pairs of them.they were very comfortable.

In the days when I wore jeans long enough to ware them out if I had a favourite pair that I couldn't bare to throw away I would (as did many others)cut the legs off to turn them into short shorts - very short because they often got holes just below the bum cheeks!

I found a pair of tan-coloured short shorts in a charity shop at the weekend, and wore them today, over black tights and patent black Mary Janes (a look I had not dared in my blue denim shorts, as it had seemed a bit girly). In the pub this evening, the outfit got an approving comment from a (female) friend.

In the 60s & early 70s male short shorts were ubiquitous and I wore them all the time in any decent weather (seldom here in Ireland). 2-3" inseams were the norm then. Mind you, short enough to reveal buttock was a no-no.
Into the 21st Century and the male shorts on sale now all seem to have 6-9+" inseams, the latter being labeled 'Bermuda'
Being the elderly Gt-Grandad now, I like them baggy enough to have generous slash pockets and long enough to cover my wasting thighs, alas.

As for modest me, when shopping short shorts I'll stick exclusively to those made for men's athletics, like these:

And that's the shortest I'll go: 3" inseam.
In the summer, I'd wear them with a fitted short sleeved T-shirt and bare shaven legs. As for footwear, I totally see it working with anything from thin-strapped flip flops to short uggs to knee-length low block heel riding boots.
In the winter, I'd wear them with a pair of men's leggings and sneakers. Totally normal gym attire for men nowadays.
Side note: While I'm fine with 3" inseam shorts and bare legs, I would never, ever wear a miniskirt. The shortest skirt I own is a tartan kilt hitting the top of my knee. That's as much bare leg as I'm OK with showing off in a skirt. Even with leggings underneath I'd still never wear a miniskirt!
