There are different ways of looking at this. One the one hand, it could be argued that both girls and boys should be given a choice to maximise their comfort and afford a tiny degree of personal style. Some airlines have this for cabin crew. On the other hand, it could be argued that the point of uniform is uniformity. You wear whatever you please in your own time but, when at school, we want all kids identically attired.
Adolf Hitler wanted all babies have blue eyes and brown hair. This wasn't a gender issue. He wanted "pure" Aryan race. Just as strict as Adolf Hitler. This rule is just to strict.
If they neglect to keep a check on skirt lengths, the girls end up looking like, well, hookers and that's not a good look for the school - and it puts the girls at risk from predatory men.
i remember a TV series where all scenes that depict women in hot pants was only hookers. They was on street corners always looking for a trick. A TV series would convince viewers any female wearing hot pants (short shorts) is always a hooker because they where the only ones that wears them.
These ultra mini skirts are sold for infants and up. If you categorize girls wearing mini skirts looking like hookers, then you are also categorizing all men wearing dresses and skirts as queers.
Girls shouldn't be blame for man's bad behaver.

What a mish-mash of notions! Indeed, we should not be labeling, blaming, or directing other's choices in attire -- kids or adults. Making rules about the presentation of bodies is fundamentally flawed. Our key complaint here -- men should be allowed to choose, so should women and, yes, even school girls should not be curtailed for the evil in someone else's mind.

The hot pants fad related to grown women, not adolescent girls. Nobody mentioned mini-skirts which are a recognised style of skirt. These are school skirts that have been shortened to sometimes ridiculous lengths. The purpose of uniform is uniformity - you all look the same and the style is intended to emphasise certain characteristics, in this case smartness and the serious nature and values of the establishment to which they relate. The school skirt, like nearly all uniform skirts for professional women, is designed to be approximately knee-length for that reason.
And it's not a matter of blaming girls for anything, but rather protecting them both from predatory men and from their own immaturity due to their tender years. The same applies to prohibiting them from wearing bright lipstick or other overtly sexualised items.
