Also to Brad's point,
both activities are quite specialised and border on, or get right into, performance art. Neither is a style one would see normally worn on the street in a casual setting. There's also that old double-standard in play that allows women the ability to flash a bit but denies it to men. Go figure, but that's not a hill I feel like trying to take.
Other than that, it's probably best to choose skirts that don't show underwear during normal activity unless one wants to spend a few nights in the clink.

I've heard of vintage men's swimsuits that resembled modern day women's swimsuits... this was back in the day (1920s) when it was considered taboo/illegal for men to go around bare chested and had to wear "onesie" swimsuits.
Interestingly I read somewhere (I can't remember where) that some of these male swimsuits included a little skirt stitched into the garment so as to conceal the "highly offensive buldge".
Nevertheless, I suppose a man could wear one of those under his cheerleader skirt and get by... after all, it's technically not "underwear" and you'd think would pass the morality police of today seeing as how it was mandated a hundred years ago... you know back when women showing an ankle was considered downright pornographic!
Anyway... check out these examples...

Also note how men were "allowed" to put their arms around each other without it being considered gaaaaaaaay....
