Looks like a one-peice, and I see he's wearing tall fancy wellies as well. They've been getting a lot of rain in those parts lately.... Witness the flooding in several neighbouring countries.

Yes, in Bhutan men do still wear skirted garments. Until recently the gho was even mandatory for all men to wear.
