It's high school for gods' sakes. At that point in time it's all about pushing boundaries and having The Authorities push back. This is natural.
I think the sweats notion is a bit naff; if the Powers That Be are worried about (gasp!) "exposure", mandate opaque tights and be done with.
Whether the prinicpal is taking it too far is a guessing game, and I sense at least two or three different threads in the story. I am just so glad that I have put that sad period of time safely well behind me, and almost beyond the curvature of the Earth.
