Since we rarely get the chance to see other men in skirts, especially short skirts, it is difficult to know just what can or cannot be seen by other people.
I have a very short plain skirt that I have been wearing on warm days -- at home -- which I think looks good when standing or walking.
Sitting is a different matter, and I don''t need a mirror to know what is under the skirt!
No, although a full-time kilt/skirt wearer, I would not wear anything short in public.
A 4 to 5 cm above the knee seems best.

The stars finally aligned last weekend and I wore a short (17-18" on 31" inseam legs) skirt out in the wild. Yesterday I wore it to my local park to sit on a bench in the sun and read. I took a beach towel to sit on and kept my legs together like a proper person.

However, wall mirrors aren't good at showing how much is visible of what is under the skirt. I have some mirrors that I lean up against a wall. If you get the angle right, you can see what someone at the level of your knees can see.
"Sight lines" are always an issue when sitting while wearing a skirt, for women as well as for us men. Basically, unless your skirt is long enough to go well over your knees when you sit, you need to have something that falls between your knees. Most of my skirts are full enough for that, but for kilts (and straight skirts, though I don't have any), you need a half-slip/petticoat/underskirt that is full enough, at least in the front, to do the job. And you need to make sure the skirt (and underskirt) is arranged appropriately. If you've noticed women "arranging" their skirts when they sit down, they aren't just doing it to attract attention. If anything, the opposite.
Even if you're wearing a long skirt, you need to arrange yourself with an eye to what other people can see. Why do I know that? Well, I've noticed some young women who have evidently not realized that yet ....

I instinctively keep my legs together or cross them, and arrange my skirt. I don't even have to think about it.

I am not sure that "sight lines" are all that critical. Even if the sight line is correct, the lighting is not going to be good, so no one will probably see that much. Don't forget that there is more to see under a man's skirt, and it hangs much lower!
