I was looking for a kilt at sportkilt.com and taking some measurement. I need to get a length of 16" since the distance from my waist (just below my navel) to the top of my knee is 16". I have a 30" waist and a 36" hip size. I know I am short (5' 9"). Is that unusual?

A proper kilt measurement is from just below the ribcage to the centre of the knee, plus waist and hip measurements. The kilt is not worn on the waist or hips

That about the same (bottom of rib cage is about just under my navel. I would add 2 inches for mid of knee. I prefer just above the knee cap.

I have owned several Sportkilts, they are not like traditional kilts. They seem to want to hang a little lower. I tend to wear mine right over my naval or a tad lower. Length is supposed to be like "mid knee", but frankly, anything in the neighborhood of your knee is going to work. The muggles won't know the difference.

I do recommend Sportkilts, they are the most comfortable I have ever worn... Here is a link to their sizing:
