So if you dig into

Now to be clear, you can design any tartan you like, weave it, make it into kilts and sell them to the public and you do not have to register it, especially since the beginning of this year the cost of doing so has risen from £70 to £150. The "America 250" tartan is a nice tartan, but it is not from what I can work out "official" in any way, so

NO, this is just a company advertising video to get you to buy their new tartan that they have just designed. So this is just commercial business.

The new tartan is very nice and if you like it you should go ahead and get a kilt in it. The same company is also offering a whole wardrobe to go with your new kilt

and if you watch some of their other videos they do talk about the Scotch and Irish history of what ever they are selling. I have followed their channel for some time and some of their videos did talk about registering tartans or not
