must be somewhere in japan or china by the look of it, but's it's obviously a guy and he seems to be beating the shorts wearers running the hurdles.

Hate to be an old cynic, but he'd have won regardless.
He just outclassed the rest by leaps and bounds.
If the competition had been stiffer, the skirt choice may have been a real disadvantage.

The one comment on the video claims it to be a kilt. It appears to have a tartan look to it.

well yeah, he's obviously better than the others present, as for a skirt being a hindrance, I don't know if it would make much difference, after all tennis players don't seam to have any issues.
