Why a Kilt short or a Skirt short....
I am not sure I understand why the need to incorporate a short inside a skirt or kilt unless it is extremely short. If I wear a skirt it is for the comfort as well as the style and I do not want to wear a short under

The shorts worn under a skirt are usually compression shorts.
Very similiar to bike pants. They offer support to muscles in the
groin area and as a side effect keep vital parts out of harms way.
These skirts are commonly called SKORTS and share the same
waist band underpants & skirt. There are skirts that are worn with
shorts but the waist band is independent of each other.
You have therefore a true skirt worn with optional underpants (panties or boy shorts).
I wear the compression shorts (2-3 inch inseam) under my kilts
for support and since the color is navy blue or black I do not have
to worry about a careless moment. The material is stretchable lycra
nylon and there is no binding/bunching. The short inseam makes
natures call a non-event.
I have few skorts and caution can be thrown to the wind not having to
worry about overexposure when wearing these items of clothing.

I have seen skirts with a short that goes all the way to the hem of the skirt....
I do prefer the real thing..... underwear (no boxer underwear). Joe boxer has men underwear that are made like women panties, I like those. If I cannot find them I like the Hanes women cotton undies in white or black. Those are very good too. Not going commando in skirts. I like some support

I think what you are referring to is the Border Skort.
You have a solid or pattern design that is surrounded by
a contrasting color outlining the skort. The interior
compression shorts are long enough to be visible and
perhaps even more so with the slits that are on either
side when they are vented.

If you bicycle a lot there are watering holes that do not mind normal bicycle attire. Then there are all the other places you can bicycle too. While they will mostly accept bicycle shorts, they will will also give you the look of "couldn't you find some real clothes". For the boys there are those longish cargo style short, with built in bicycle shorts and for the rest of us there is this style bicycle shorts with a skirt attached. Also there are place's that will not take shorts that will take a skirt.

Just defeats the whole purpose of wearing a kilt or skirt !
