No. not quite.
I purchased a normal black suit jacket at Sainsbury's for about £20, and had it altered (shortened) to a kilt jacket by my local alterer, for just £15! Total cost £35. She made a professional job of it which must have taken a few hours.
The skirt, of fine black corduroy, with three box pleats in the front, I got on eBay for about £3. Next time I'll try for something a bit longer. Maybe it looks OK though - I'm not sure.
