Getting promotional information I think should be done at least a few weeks before, if not a month in advance. That gives ample time for people to know whats going on and where. Assuming its the first week of February, this would mean that promotional stuff should start going out by at least the first week of January.2. When would we need to get promotional material out?
This begs the question, how much time would be needed at each stage for skirt production: initial design, critiquing, fabrication, any revisions, etc.3. When would skirts need to be finished and models working with them?
We have maybe a month and a half at most. Promotions could start while the skirts were in post-production. It would be best to leave 2-3 weeks between final production of the skirts and the event.
Final Design? That depends highly on how long it would take to make the skirts. It would behoove us to choose something that isn't too complex/obscure that it would take a long time to get materials/make.4. When would we need to have final outfit designs and models recruited?
I would recommend that if we are going to make skirts, we have a preliminary 1-2 weeks to hammer out rough designs. After that it would be easier to determine the Final Design timeline.
Model recruiting? Good question! Whether we could get enough members here to model or if we would need to hire some guys is a critical question that should be answered soon.
I don't think we really need "professional" models. Hell, we could do with some blokes who are confident enough to showcase the skirts and answer questions. We don't need $50 an hour models to do this.

According to this, it says permits take about a month to process. Since Fashion Week is First week of February, the permit would have to be applied for no later than last week of December.
This is going to take a good coordination between many members here to pull off. However, I think even a small skirt fashion show could get a lot of good press.
