I'm 100% Irish, back living here for the last 29 years, during which we were graced by a week-long visit by Her Majesty the Queen. What a wonderful event that was! She was overwhelmingly welcomed and feted by all and our periodicals had her on the front pages for months afterwards.
Biden probably doesn't hate anyone, but his visit here was ultimately chasing Irish/American votes.
Having raised my family over in the UK for almost a quarter of a Century, most of them are still there scratching an existence after Brexit. We value their frequent visits to us, of course.
Btw, the people seen regularly wearing dresses in our high street here are the male Muslims, who number a great many nowadays and accentuate their cultural difference by doing so.

Please don't misunderstand me. I am well aware that most Irish people are not British-haters; I have generally found Irish people themselves to be open and friendly. Indeed, I have some Irish ancestry myself and my father spent his youthful holidays with relatives in the south west of Ireland. If you are Irish, then we could well share kindred blood.
I have found, however, among some (!) Irish Americans a belief that they somehow have some kind of duty to hate the Brits for historical events which occurred long before even our great grandparents were born. That is irrational and grossly unfair. I think President Biden wanted to prove his Irish credentials by distancing himself from his British allies. The truth is that, like all Irish Americans, he is really an American who happens to have Irish ancestors - just as I do and as very many English people do. In my own street in Lincolnshire, we have names like O'Brien, Rafferty, Doyle and Donnelly - all of which I believe (as a linguist myself) are of Irish origin.

This is a phenomenon known as cultural lag. Basically, a large group emigrates from Ireland to the US and then the culture gets stuck in that time period while the culture in the country itself moves on. You see this elsewhere in Europe where immigrants tend to be more conservative that the country they came from.
You'd think it would pass after a while, and it often does, but sometimes it takes a long time.

Much better: At making up cutesy insults like a grade school bully; much better at lying; much better at spewing fear, hatred, and intolerance; much better at turning other people's money into bankruptcies and his own pocket; shall I go on the list is very long!
