Just for clarity, tights or bare legs for me, definitely no leggings ever!

I have always thought of leggings as thick tights, where the thickness gives the user the option of not wearing a skirt to cover the interesting bits. Whether the garment covers the foot, or there is just a loop under the foot, or nothing, is just a detail of a particular pair.
Daily, a happy man in a skirt...

Years ago I had a pair of Ronhills that had a loop under the foot but who wears Ronhills track master classics anymore? They are practically leggings! So gay.

I had forgotten: when I was about 7 those leggings or slacks with a loop that goes under the foot seemed to me to be the coolest thing! I also coveted slip-on shoes without laces, and open-toed sandals instead of T-bars with closed toes (which I now prefer). And kilts, of course...

I think that a woman's tunic would go well with leggings. Adding a bit of modesty.

BTW, I believe that I posted about this awhile back. A production based on the Halo science fiction universe. Actress wearing tunic with thick leggings. A sort of in between rig midway between a skirted rig and a trousers outfit, and looks good.

Thinking back decades, I recall that black pantyhose goes well with a short dress.

Coincidentally,I just bought a nice tunic from M&S that looks really good with my leggings and Timberland boots.

Yes it does look good on both men and women. However, it does have a sci-fi look about it with the leggings as it reminds me of the costumes on Blake’s 7 or 1970’s Doctor Who. :)

DrFishnet, if this rig becomes common enough in everyday life, it will cease to seem like science fiction.

That LOOP under the foot makes the tights/leggings/pants = "Stirrup Pants" - commonly found in ski wear.

"Kilt-On" -or- as the case may be "Skirt-On" !
WHY ?
Isn't wearing a kilt enough?
Well a skirt will do in a pinch!
Make mine short and don't you dare think of pinching there !

Exactly, "ski pants", they were form fitting and quite thick, sometimes fleece lined.
This may seem strange, but snow is actually cold, skis don't work so well in summer.

While snow skis don't work well in the summer and stirrup pants are a bit of overkill
there are skis made for water skiing as well as boards too
