New Game
So for this game to work, you have to be dressed in something interesting. Your choice. You can play the game starting with something very subtle, then replay each time pushing the boat a little further out.
So as you walk along a normal street in your interesting outfit, maintain your head in the normal direction and look to the side with your eyes as you walk by people. Notice how many give you a glance, move their head to look at you, allow their eyes follow you.
So what do you think is happening as you walk down the street? If you skirt a lot you know the answer. If you are still locked inside you may be surprised.
No body cares. You would be amazed how few people even look at you. I sometimes think somebody is looking, only to find that they are gazing into space lost in their own world. As you walk head on to people, you wait for the glance down to check your skirt or boots, but you wait in vain.

This may depend on the type of skirt you are wearing, and obviously the place you are walking in. Actually, I've not had the same experience than what you describe, except once when I was walking down a shopping street. The street was very animated and people were in majority of small groups (2-4) having good time together. I did hardly spot anyone to notice my skirt, in comparison to the "normal streets". Usually, I will say that 15-20% of people notice, based on people I have under the radar. I'm pretty good at looking somewhere without moving my head, people walking with me are often amazed when they realize how much things I noticed while they thought I was not being attentive at my environment.
The best catch was a nice lady walking in the opposite direction. At some point she did see me and started looking continuously to my skirt. I continued to stare at her (beautiful) face while smiling, and suddenly she did raise her head up. She immediately understood that I just caught her looking at my skirt, she smiled to me in response and we said hello to each other.
In general, I did notice that men and women are not staring at someone the same way. Generally women are easy to catch, it is often obvious what they are looking at. Whereas men can generally be divided in two groups: in the first they look insistantly, they are obvious and don't necessarily put you at ease (I believe that they don't even try to be any discreet), and in the second group they are generally much harder to catch because they only move their eyes. That second group, generally you can catch them because they are trying so hard to not see you, that their behaviour becomes unnatural. Example: when you are walking in opposite directions, you see them from a good distance, you see that they are looking around them and suddenly, they stop looking around and just walk straightforward, without any head move. Catch on: they're looking at you or they want to ignore you, both proving that they did see you.

Interesting, I play on the streets and tube of London and get very little notice.

So far I have been wearing black leggings rolled up at the ankles with pleated black skirt and people on the street don’t bat an eyelid. However, I sometimes wonder if I’d get a different reaction if I replaced the leggings with a pair of sheer black tights or fishnet tights.
I’ve never really dared wearing sheer or fishnet hosiery with my skirt apart from when I’m at home in private but I do love the feel of sheer 10 denier tights on my legs.
