I think in this case it was disguise.
These guys probably owned the clothes they stood up in and not much more, making them identifiable.
They were desperate but the punishments would have affected them and their families to a huge degree.
Guerillas in fancy dress, fairy freedom fighters, corseted commandos and I better stop there.
