He would've done much better to have cut the bottom part of those parachute pants off and turned them into a full skirt. Actually did that once with a pair of palazzo pants that I originally thought were a skirt when I bought them at a thrift store. Removed the legs and cut the crotch part out. Wound up with a very full, above-knee, black skirt.
