its just how I roll. I love clothes and I have evolved a bit of an open feminine flair to my style.
Its quite easy to wear.

you'd be close to ok I think.
I am 5 ft 7 in flats (or thereabouts) - don't wear flats much to be honest!
It depends where your height is - most of my height is in my legs so the shorter skirts still cover me fine. I wear my skirts high - so over my tummy button and I still have perhaps an inch coverage below panties in that skirt. I think it will largely depend on your hip shape and leg length because we are all unique.
You do have the legs to go short though!

The difference between a dress and a skirt is commonly the stretch and reach reveal factor.
When reaching or stretching for something on a top shelf or overhead the dress hem line raises -
the skirt hem line stays for the most part in place - the reveal factor is in play with the dress.
However in both cases of these unbifurcated garments the bending over factor remains the same.
If when wearing something with the hem line shorter than your arms (fingertips at side) are below
that point caution must be the rule.
Then too if the subject reference has a viewing point below the hem line i.e climbing stairs escalator
or other open areas this also is a critical area
A Skort is the only garment that can be worn disregarding this or if leggings tights jeggings PH
are worn beneath the dress/skirt (an abomination except for weather protection).

I have several 'mini' skirts. Denim, and cargo fabric. none are shorter than 14 inches. My average however mini skirt is 17 inches. I am 6 feet tall and have a 33 inch inseam. I have many knee length or in between 17 inches and knee length (23 inches).

Am 6’2” tall, and favorite length (top of waistband to bottom hem) is 18-20”. Equally important is weight. I prefer skirts that are 4 to 5 oz.

My favorite length for a mini skirt is the one that just covers my butt. It's perfect for walking when the weather is hot. It cools the best and the legs get a nice color too.
I'm 6"5' and the shortest I own is 10.6" (27cm).

The MINI-SKIRT is pushing the envelope into a post card (abbreviated letter of sorts)
Make sure that closing flap keeps the contents contained before posting !
Suggest you keep your activities on the reserved side - no cartwheels or handstands.
And lastly - "It is what it is" !
