Yes, Scrooge is a Disney character. Donald Duck's uncle.
Just to make the reference more American, Lucky Charms is a brand of cold, sweetened breakfast cereal. Don't know if it still is, but back in my youth (many decades ago), the Lucky Charms advertising character was a Leprechaun with a stereotypical Irish voice.
