New England can be an odd place at times; I tend to refer to the weather as a pair of opposites: In the winter it's a sub-arctic Hell and in the summer it's a sub-tropical Hell. Seriously dangerous temperatures are somewhat rare in either direction, but we do get them from time to time. Four days straight of 100+ degree temperatures happen from time to time, as do several-day stretches of highs of just below 0 (F); however, those are comparatively rare. Typical in the winter is 28 degrees (F) with a west wind and 90% humidity (not particularly dangerous, but darned unpleasant) and 80 degrees and 85% humidity in the summer (again, mostly unpleasant unless you're susceptible to heat-stroke).

Indeed pretty much any skirt other than very long ones will be cooler than a pair of shorts.

I remember how uncomfortable it could be in N Carolina in summer going into a/c buildings. Had to carry a jacket around however hot it was outside.
Apparently other students were not affected by the sudden cold and would often sit through classes in a singlet.
Glad to say, we are more energy conscious in much of Europe and don't get such extreme contrasts indoors and out.

On a hot day (I generally have to go abroad to get one) a breeze up the skirt is just marvellous. So refreshing!

95F is par for the course in eastern NC during July and August, hence the need for air conditioning. Without it, indoor work would be miserable. Most of us find it a relief to get into the AC in that weather, so no apologies for using the energy will be offered. Most of the economic growth in eastern NC has come about since the advent of AC. I hear reports of these temperatures as lethal heat waves when they hit European countries. We deal with it most of the summer.

Weather in Aberdeen today was fairly breezy as per most of Scotland.
I was out and about as I'm on leave from work. I saw a lady and gent obviously attired for a wedding.
Let's just say that they were having problems with their respective kilt and skirt.
Must admit to feeling rather smug being a straight pencil skirt, breeze admitted, no discernable lift.
