There's times when I want to wear a man's coat and tie outfit instead of my usual dresses for formal wear. The bugaboo is the trousers that are almost always worn.
I am at the stage where I am SICK and TIRED of seeing everybody wearing trousers. So that's why I.mostly avoid wearing them.
I tried to find a suitable skirt on Amazon to take the place of the trousers, but with so few people wearing them the selection is pretty limited. So I need to make myself an ankle length black skirt that has a zipper in the front and belt loops. I'll order a pattern and after seeing how much material I need, I'll order that along with a zipper.
I have made dresses before so sewing is nothing new to me.

I recall somebody commenting that mens' dress shirts go well with skirts.

Short jackets look good with knee length garments, such as the kilt, and the skirt that is part of a woman's skirt suit.

A member posted a link to an image of men wearing skirt suits; with knee length skirts, and mens' jackets of average length. Aesthetically, it didn't work. The rig appeared top heavy.

A jacket of average length needs to be paired with a longer skirt.

I have worn men's dress shirts multiple times with skirt and kilts. The only problem is when I wear a shorter skirt, the shirt tails can be almost to long.

There are two possibilities here: (1) your shirt-tails are too long or (2) your skirt is too short. Either will cause that problem. Both can be trivially evaded.

Of course you don't want the shirt tails extending below the skirt hem line !
Solution - get shirts/blouses with shorter custom fitted hem measurements.

The length of skirted (pants) suit is shorter than the male jacket.
The pockets also are closer to the hem line and maybe sewn shut or faux.
Small functional pockets maybe found inside (interior) of the jacket.

Suit jackets can be modified by a skilled tailor/seamstress as well as they should.

It is not common to see very short (mini) skirts co-ordinated with a suit jacket -
Maybe pencil skirts or thigh length - ? -

I'm not sure if I can visualize the look you are going for but look forward to seeing what you come up with.

I've wanted to get a skirt suit that works for me for a long time. I think if I'm going to get what I want I will have to make it myself. Unfortunately, my sewing skills were never at that level, and have gotten rusty since. I need to dust off my old sewing machine and start practicing. I'll be watching this thread...

In addition to my original proposed ankle length skirt I might also make a knee length one also.

A knee length skirt, or slightly below the knee, will easily keep the proportions balanced.
Getting the skirt fabric color TO MATCH the coat may be difficult.

For me it's the opposite problem: I have made the skirt or kilt and would love to have a jacket made from the same fabric. My sewing skills are nowhere near the level of jacket construction, though I may eventually try it.

As well as I can, I try to match skirts and kilts with jackets like suit separates. My skirts go to just below the knee; I find standard readymade jackets to be okay proportion-wise. I pretty much always have a men's dress shirt on with both skirts and kilts.

I take the same approach with suit separate style matching, but with ready made skirts. I don't go past knee length, typically, so proportions are more of an issue. I can solve that a bit with slimmer fit men's jackets that tend to be cut shorter as well. Not perfect, but better.

I want to try modifying the pants from a used slim fit suit into a knee length or slightly above skirt. I'll probably practice with another old pair of pants first. I think Mark had something similar done by a professional at some point, if you dig through his old posts here.
