A 'Poll' can be created only when starting a new topic. This 'Poll' creation is achieved at the bottom
of the writing area, using the tabs {Options} {Attachments} {Poll Creation}. A person may not create
a Poll in an existing topic/thread.

One thing that could work - is a nomination system where inspiring quotes/screeds could be nominated as “quote of the month”, with some safeties built in so the same person doesn’t get picked every time. The post could be stickied, and the stickied post could be a historical record of all notable posts.
What about a special tab that only the moderators can post to where the best post or phrase from a post gets quoted if it gets X number of nominations
