Strange - just checked it on my phone and I can see it. I suppose it could have regional restrictions, but that seems unlikely. Did you try refreshing the page a few times?
It’s very short - not much of an article - but has a small slideshow of celebrities wearing skirts/dresses. There was at least one I hadn’t seen before - I guess Jared Leto wore a red dress, carrying a ?purse? that looked like his head.

The pictures started as blurred and then cleared up. Perhaps you didn't wait long enough for them to load, or you have a slow internet connection.
