It is but I would also guess that it is quite legal in Russian law.
The company could just as likely have fired anyone for not adhering to a mandatory dress code of their choosing.
In all honesty that is what would happen in a lot of organisations in a lot of countries all over the world.
We can complain but that is the reality for the vast majority of employees today.

Indeed it is sexism and discrimination. Women are being paid extra salary for wearing a skirt or dress while this is not an option for male staff. Totally discriminatory!

In this country they would have to offer the same incentive if a man wore a dress/skirt. It's dubious that the men in Russia could get the same payment.

Oh no they wouldn't! The offer itself would be discriminatory and therefore illegal.
BTW the Russian guys apparently get something for doing "macho" stuff, also discriminatory.
