Annual pilgrimage to Shrewsbury Folk Festival. So far just the one guy, wearing a camo kilt. I’m sure there will be others.

What is the policy of posting picture of a total stranger without their permission? Some people, even members, don't want their family or perhaps employers to know. Members sometimes leave out their own faces when they post.

Posting pictures in the "Pic's and Looks" section is for vetted members in good standing.
Otherwise, that section is off limits to the general public.

No policy required. If you are in a public place then you are fair game, however I doubt the guy wearing dark sunglasses could be easily recognised.
One could blur a person's head out of courtesy.

When in a public place taking and posting pictures is fine. If the person comes up and says do not put on public display then you should be nice and not post it where it can be seen by the public.
The "Pic and Looks" section is not available to the general public, only to members in good standing so posting there should be fine. BUT don't copy and paste the pictures from there to a public forum.

The rules are a bit fuzzy. In general, the taking of the photo is not the problem. What matters is what you do with it afterwards. Posting on a private forum, that's no problem. Blowing it up to billboard size and adding text disparaging them, that's not ok. It depends on who the person is, where you do it, what the audience is.
In public, you can expect that you will appear on photos. You do not necessarily consent to your photo ending up in a public archive a thousand years hence.
A friend of mine had her photo placed on the front of a book on family planning without her knowledge. In practice you can't do much about it, and complaining really only draws attention to it.

Actually your friend does have recourse. She should get a real good lawyer and let the author know she is not happy with the use of her photo on his/her book. I know this is something I would do to protect myself.

In suburban San Diego at Costco, I saw a college-aged guy in a graphic Tee, a solid, dark blue knee-length A-line skirt, and sneakers. Hair in a pigtail. I complimented his skirt, expressing appreciation that a guy would wear a skirt, because I too am a straight guy who would like to wear a skirt. He corrected me, saying he identified as female.
Oh well, I would've never known, I guess there's just that many pre-op transwomen who don't wear any cosmetics and wear fully unisex clothing except for the skirt. Maybe because skirts are more subtle compared to wearing a feminine top when you're flat-chested?
For now, at least in urban Southern California, most guys in skirts are probably actually pre-op transwomen.

It's probably a risky tactic to reach out to other people like that - you just don't know where they are in life. Probably a better approach is to thumbs up or nod or say something like, "great outfit" or "I like your style". The latter two are hard to do for me - I probably would come off sounding anxious or unauthentic. However, whilst wearing a skirt, you might encourage the other person to make the same remark if they are like-minded.

Saw a guy in what looked like a pleased, tartan skirt, could have been a kilt but it looked more like a skirt. I only saw from 15m or so and from the left side and rear. He was with a trousered woman.

Was on our larger campus today. Walked by one guy - who was wearing what appeared to be a long black tunic top or short dress with black leggings. This includes some assumptions, of course, but there was a certain goth/alt to their appearance, so might have been a guy.
