So far as I can tell, "skirtall" is the same as "pinafore dress."

I think the difference is subtle, A "skirtall" is a skirt with a bib and straps, where the waist is a thing, where as, a "pinafore dress" is a sleeve less "dress". IMHO

The main point is a skirtall is styled like overalls. A jumper, as my wife calls it, is a sleeveless dress usually designed to be worn with something else on top. My wife is comfortable with me in jumpers, but less so in dresses, so it's important for me to maintain the distinction.

I've never heard of an overall skirt. This discussion piqued my interest, so I googled "overall skirt", and was surprised at the number different companies selling these.
I thought this one sold by Timberland looked good (I like, and wear, Timberland boots, but never knew they sell skirts):
