We are more likely to get snow in late January and February when the temperature can dip. London tends to be a degree or two warmer than surrounding counties but even so pack some nice thick wooly socks, or do as I do and wear tights with my kilts. Happy kilting.

I've been skirted in London. The usual response: a glance down, maybe a surprised look, then carry on as normal. Or no reaction at all. Just like most places really.
In a big multicultural city like London, everyone is used to seeing people in all sorts of unusual attire. Nobody cares.

I have been living in London for the last 6 months (I am 5 minutes walk from the Highbury & Islington station on the Victoria underground line). I have been all over London these last 6 months wearing a sports/utility kilt nearly every day and have had only one negative run in from a Black teen near my flat "Hey, are you a faggot boy?" I continued walking as if I didn't hear him. On the other hand, I have received a number of positive comments "I love that kilt", etc. Often, my wife says that I am more photographed than the historical sites when we visit (many are surreptitiously trying to do so).
PS Dec/Jan/Feb are supposed to be the coldest months of the year where daytime highs are in the single digits Celsius (32 - 50 degrees Fahrenheit). For short jaunts out, I have no problem going in 20" drop kilts with knee high socks in this kind of weather. If you are out for the whole day, you might want to investigate tights or thigh highs.
PPS I have been wearing skirts and kilts for many years now and I wear something out in public nearly every other day. The vast majority of comments over the years have been overwhelmingly positive. I say go for it.

Most parts of London have seen worse, and skirts for men is slowly gaining acceptance, well at least tolerance as we now have Seann Miley Moore living across London near Hammersmith. His bright red pleather pencil skirt is more noticeable than my denim one

Just to add another vote for skirts not being an issue in London, I do so occasionally (3 times in the last fortnight, just when I feel like it). Some days there are a few looks (but noticed anything hostile, just questioning) but mostly people hardly seem to notice.
