Rain Wrap
I came across this, marketed for hikers, and it seems like it would be good for rainwear when hiking kilted or skirted. Probably useful on non-hiking occasions, too, although you don't seem to get a color choice, so it's not much in the fashion department.

OK, so it's not street wear, but it is extremely light and compact, so can occupy a permanent place in any hiker's rucksack to be whipped out in an emergency and slipped on in seconds. Nice idea, and I might just invest. Another option is something like the skirts produced by the Rain Skirts company, at http://www.rainskirts.com ; their stuff is far more sophisticated and expensive, but stylish enough for the street.
