We do this in the context of men's fashion freedom --- an expansion of choices beyond those commonly available for men to include kilts, skirts and other garments. This may not be a case of sex discrimination if a "binwoman" would be required to wear trousers as well (since it looks like the rule is in place for safety reasons - and not sex/gender norms as is often the case).

What I didn't see was the 2022 date as Stevie pointed out.
