First guess is a skirt hem marker, used to mark the desired length of a skirt.
In use, the skirt is put on by the intended wearer, the marker (chalk?) is set at the desired height and the wearer either turns to mark the desired length, or an assistant runs the device around the wearer. The first is more likely, as it is intended for the hobby dressmaker to set their own hem.

I presume it is a bass recorder. These are normally around 5' (1.5m) high, and are more usually of a cylindrical cross section, resembling an orchestral bassoon.
To my ears they produce a far nicer note than the more usual descant version.

They have changed the names of these for some reason. Descants are now usually called "soprano recorders" and the old "trebles" are now called "altos".

Can it also be used as a skirt hem marker?. I think that’s a much nicer idea.
