Absolutely the sandals seem to fit the look better. It's possible there is just too much black sock in the shoes photo. What I see is what would normally be under your pants, where the socks should be covering all skin,, but since it is a skirt, the long socks aren't necessary. I have been a fan of knee highs, but not in the summer, and only in somewhat matching colors..

Sorry Dillon but KEEP the socks
Dress up the outfit a bit by adding a light sports jacket or sweater.
You know, one of those jackets that have the 'leather' patch on the elbows.
Now it you want Very Casual, go with the sandles look.
Not that great with the current outfit but workable.

I'd say the socks are optional, you look fine either way. If asked to choose, I'd say go without, it's a better look overall, it's more balanced. The socks aren't bad, though to my eye that outfit is a bit "kilt gone wrong" and it's not my thing. Maybe that's just because I'm from Scotland where everyone knows what a kilt outfit is like.
Oldsalt1 has a point about shoes. A skirt like that gives you a slimmer shape than you would have in trousers. You have some bare leg then fairly thin socks. Big shoes tend to look out of proportion. On the "kilt gone wrong" theme again: if you wore a kilt, it would be thicker and wider at the hem, with thick socks, and so big broad shoes would be fine. That said, it's not a big problem with this outfit, those shoes don't dominate.

On shoes, I am trying several loafers from Amazon. Good thing they have free returns.
European to US sizing conversions have been way off. Seems that each manufacturer uses a different conversion.
Found too more skirts at Abercrombie & Fitch on clearance.
One is a black faux leather, with a side zipper (my first).
I think it will work with a maroon or black shirt.
Second is a brown, front button (again my first).
See two photos, not sure the yellow shirt works.
I am trying to diversify my wardrobe. So far most all are solid colors, denim or "active wear" converted skorts.
Suggestions appreciated.

I agree they both look good. I especially like the second. The first is very dark, so it's harder to judge on a screen. Also, the a-line cut of the second seems to suit you and the style you are going for a little better.

Indeed loafers would spring to mind for a neutral look of shoes.
In respect of the combinations shown, I don't thin you need any further suggestions as that are nice combinations. The yellow/brown works well, maybe also as the positioning of your legis repeated in the why the skirt falls. The black skirts and shirt has a bit of disagreement in respect of proportions. maybe that is solved by not standing spread with your legs.
