In many back woods areas of the deep south, you will find this to be true. You will also find a lot of in breeding among them. Men having babies with their teen age daughters, Women having babies with their teen age sons and brothers and sisters having babies with each other. This is still going on in this day and time. Most of these people live in tight communities and do not like strangers. In fact it is actually dangerous to enter some of these areas.

Interestingly, this is also how oligarchies tend to fail. In the ever-increasing pressure to "keep it in the family" the gene-pool tends to get really shallow. We may be seeing this in the USA already.

I hate to say this, but has anyone looked at the current incumbent of a certain Washington property?

Fred speaks the truth!

It is checkered in this region. Some areas are more progressive, still others are quite backward. Regarding treating women as property, I've personally witnessed it on many occasions. Fred is also correct that these areas are best avoided, whether you're wearing a skirt or not! There are places in these hills you just stay out of if you're not from around there.

Daryl, a property incumbent is any charge on a property and the most common would be a mortgage but it could be any loan where the property is used a collateral. A court order may enforce a charge where there is a significant debt but the owner is unable for various reasons to sell the property. The charge must be settled before the property is sold or at the time of the sale.

I think you're mixing incumbent and encumbrance there Sinned.

incumbent
ɪnˈkʌmb(ə)nt/Submit
adjective
1. necessary for (someone) as a duty or responsibility.
"the government realized that it was incumbent on them to act"
synonyms: binding, obligatory, mandatory, necessary, compulsory, required, requisite, essential, imperative
"it is incumbent on the government to give a clear lead"
2. (of an official or regime) currently holding office.
"the incumbent President was defeated"
synonyms: current, existing, present, in office, in power; reigning
"the incumbent President had been defeated"

noun
1. the holder of an office or post.
"the present incumbent will soon be retiring"

encumbrance
ɪnˈkʌmbr(ə)ns,ɛnˈkʌmbr(ə)ns/Submit
noun
an impediment or burden.
"the horse raised its hind leg as if to rid itself of an encumbrance"
synonyms: hindrance, obstruction, obstacle, impediment, restraint, constraint, handicap, inconvenience, nuisance, disadvantage, drawback; More
LAW
a mortgage or other claim on property or assets.
"details of encumbrances on property"
archaic
a person, especially a child, who is dependent on someone else for support.

Daryl,
Trainspotter48 was referring to President Trump.

So it would be correct to say that the incumbent resident of the White House is also an encumbrance on it?

Scenario 1

The potential of the Madras Kilt is realized by an indie company in Brittany. Marketed as the "Breton Kilt", the garment is clearly a close imitation of the Madras product. But the imitators have done the unthinkable-they have looked beyond the ideals of beauty and created a garment big enough to accomodate non-zero sized women, as well as men.
