Photographs like that just make me smile. The kids aren't to the point where they "know better" and are just enjoying themselves. Would it not be wonderful if adults had the same option -- or at least didn't have to be concerned about exercising it?

As for a skirt - look closely there appears to be separate leg holes (bifurcated-aka-pants).
The right side hem line only encompasses the right leg and not both.
Still yet absolutely nothing wrong with a male wearing a skirted (UNbifurcated) garmet !
It has been done for thousands of years !

I just had a look at it. It looks like a large pair of shorts, and since they come down below his knees those "tights" might just be knee socks.

I don't think there is any record of skirted costumes for men in Spain (although in celtic Galicia, they have introduced a Galician tartan kilt).
Whatever these two kids are wearing, it's a lovely photo, they look so happy.

Yes, but the children are not of the age yet where they'd recoil from the idea of anything but trousers. That indoctrination comes later on.
