Some people (both men and women) are very anxious about exposing too much, and so adjust their clothing choices to make it almost impossible, while others (both men and women) don't care that much what an errant gust of wind may show, or may even enjoy running the risk. And some even dress so that, if or when that gust of wind comes, people will have something interesting to see.
While it may be that all the guys that Kodiak has -- er -- investigated have made a particular choice of what to wear under their kilt/skirt, there are a lot that have made very different choices.
BTW, in contrast to what some people in this thread have said, I am not offended if someone (male or female) asks me what I have on underneath. Depending on the context (and how I'm asked), I may or may not give a straight answer, but I figure that being asked is part of the fun of wearing a skirt. And it doesn't happen as often as you might think. On the other hand, I'm less tolerant of people just walking up and pulling up my skirt or kilt, although that hasn't happened more than once or twice.
