After some hunting, I found a pattern here (Simplicity 7030) that contains construction patterns and instructions for "Boys' and Men's Shirt, Vest, Bow Tie, and Suspenders". Since it's "home-brew" all the way, depending on sewing skills one could make any manner of alterations desired, but the sizes listed on the back look like the patterns are sized in ways that'll fit all but the tiniest and largest of blokes. The best part is that the recommended fabrics for the vest (waistcoat) include some of the "exotics" like brocades and velvet.
