For reference, Jonathan Ross is known for his outrageous style of dressing, so a skirt and tights is almost dressing down for him on a night out and he's perceived as very much an eccentric.

As a fellow Brit, I would hesitate to justify skirt wearing by saying "if it's good enough for Jonathan Ross". I would not, however pause for a second before saying "if it's good enough for Brad Pitt..."

Not that I've ever had a conversation or encounter where I've had to justify my kilt, skirt or dress wearing, but I'm prepared for when it does happen!
