Hanging straps

Hanging straps
This skirt I recently got at a yard sale has a couple of 6-inch straps hanging by the seam at each side. What are they for? Are they supposed to be tied in a cute bow or are they more functional?

Hmm! Perhaps those straps were meant to be more decorative than anything else. But then, I could be wrong.

When I think of hanging straps I picture a trolley car or bus with the straps that riders hang on to when seats are not free.

If the straps or small loops were inside on both sides of the waist - they could be simply a way to hang the skirt from a hanger.
But in that photo you are holding the strap just off the hem edge of the right leg and looks as if you just removed it from the skirt ?
Puzzled ?
Skirts are not usually worn by craftsman to hang tools from - there are tool belts for that sort of thing.
There are jeans (pants) that have a similar looking loop feature to hang a hammer off of - BUT A SKIRT ?
Did you just note that you went to a yard sale - it wouldn't happen to be in Area 51 would it ? LOL !
Alien unexplained accessories etc.

I guess one could tie my hammer on--or not being a loop, my pruners. There is a pair of these at the bottom of the side seam on both sides, not the loops I find in some skirts, but I guess I could tie it to a hanger. Can you pull on them? I've seen it done with shorts that pulling on straps there will bunch up the fabric on the outseam, so you can more or less outer leg showing.

I have a couple of skirts with cords hanging. They could be used to hoist the sides of the hem up when required and tied with a simple overhand knot to maintain that ruched appearance. I have yet to encounter a situation in life that needs such an adjustment to a mini skirt.

You guys got it figured out; the straps can be tied together to bunch up the sides; I don't think it adds a look I want.

Straps worn over shoulders with the 4 point center piece chest (bust) centered.
-OR- simply worn as is with the straps on the outside of the legs - some kind of cult bandage wear.
With a mini-skirt of that size probably need those straps to prevent loss ? LOL !
