This is a really neat dress. I know there are jumpers that are similar. I would like to find one exactly like this.

That is unusual for a pinafore/overall dress being long and pleated. A matter of searching:

on eBay you can craft quite a detailed search with colour, size, length, style, material, etc, etc. and them get email if something new is listed.

Interesting. Pardon my ignorance, would that be considered more in the way of a jumper instead of a dress?

I think we're up against American vs English here.
I'm east of the Atlantic pond and would call that garment a pinafore dress, whereas I gather that west of the pond it is known as a jumper.

Though not common, I’ve also seen such a thing referred to as a “skirtall”, a take on “overalls” or “overall dress”.

I'd go for it regardless of what it is called.
I just wouldn't do the bare torso look.
Could wear a jumper with the jumper in that case.
What we might call a pullover with a pinafore in other words.

The "pinafore" has always been a standard option for school uniform in the UK but, as we know, choices like this are only available to girls.
Sorry, boys. Your choice is.... trousers... that's it.

I stumbled across a website some time ago, and it was aimed at people wanting traditional look, "modest" clothing. Sort of midwest farm look? I think they had stuff like this. Can't find it now, does it ring any bells with anyone?

"Pinafore" was the way I learnt it when I was little, and so it is the way I say it here in Yankeeland as well. In addition to "jumper dress", you might also try "tank dress".
There are a number of Mennonite families in my area, and I have always admired their modest dresses. As a child of the 50's I never could get used to cleavage-baring outfits; I still dress like my mother did.
I own several tank dresses such as
this one from Amazon Essentials, mostly worn during the summer when it's too hot for sleeves. But I recently bought a couple of turtleneck
jumpers I mean
sweaters! to wear under the tank dress, and I'm quite pleased with the results.

I love dresses, and when it is a bit cold outside, I wear a matching knitted sweater on it.

I actually contacted the designer yesterday. He is in Brazil. I have not heard back from him yet. I appreciate the link, but did not find anything close to the design I am looking for.

I Know Article whatever from the American Constitution enshrines the right to 'bare arms'....in that case weight-lifter's arms.
Better with a bodycon outfit, to my mind, but I suppose that dress has pockets, which has to be a good thing.
