The guy in the jacket, short blue dress and tights is just some guy busking, AFAIK. There's a video of him (the pic is a still from the video) on YouTube, but I can't find it. It was linked to from hereabouts a while back.
He looks completely comfortable in the outfit, like it's a normal thing to wear. And it looks really good.

Wished there was more photos of him - a really snazzy well coordinated outfit !
