Just saw this recently for the very first time, wanted to share it with the group.
Take a look at the picture by Norman Rockwell.
Draw your own personal conclusion, share it on this thread, this picture is sort of subjective, in what people say is going on. Once you have developed your conclusion go to this website and read others comments.

Amusing !

She has caught him in the act !

Mil lassie needs her skirt to match her blouse !
The lad needs to find a real kilt to wear or matching uniform shorts
When stripped of this stolen skirt hope he is not commando
"Kilt-On" -or- as the case may be "Skirt-On" !
Isn't wearing a kilt enough?
Well a skirt will do in a pinch!

There's a brilliant artist on DeviantArt who had a fascinating series of Rockwellesque pictures on the theme of gender-swapped clothes. Looks like he hasn't been active for a few years, but for a while there it was my go-to page whenever I needed to lighten up a rough day.
