I can't answer the question, but it's encouraging to see that there have been plenty of positive comments about the kilt on youtube.
From what I have read elsewhere, it seems most unlikely that the mailman ever succeeded in getting official approval -- the upper echelons don't seem to like making changes to uniform rules, for which male/female equality is quite irrelevant. Let the girls wear what they like, then they won't protest about lower wage rates!

This clip was posted on YouTube in 2008. The Post Office & Postal Workers Union declined the
wearing of Utilikits.

This may be old news, but it's not a bad thing for people to see that some men feel strongly enough about escaping trouser tyranny to make an issue, even if the outcome is disappointing. Not everyone read the story before.
