Language lesson please: "Nobbling"

Could an English-speaker please explain to me the colloguial meaning of the word "nobbling", as in the phrase "Galactic Arts-Nobbling council."

Of course, I get it from context, but I don't understand quite enough about the word to use it in a sentence of my own construction.

It means to hinder, restrict or disrupt (depending on the context)
