Is it a Dress or a sort of Tunic - with a belt I would say Tunic ?
"YES SKIRTING MATTERS"!
"Kilt-On" -or- as the case may be "Skirt-On" !
WHY ?
Isn't wearing a kilt enough?
Well a skirt will do in a pinch!
Make mine short and don't you dare think of pinching there !

Looking back at the picture i can see why you say it looks like a tunic with a belt, although there are no loops. I would say that it is actually a dress, partly because the material is stretchy and tight fighting round the waist and thighs. It's certainly not like any tunics I own. Both for style and practicality I frequently wear an elasticated waist belt, as that one is. They can be useful to prevent a dress moving upwards at an inappropriate time!
